An exchange of letters of intent between CNRS and NBHM is dated 1999.
Here is the letter from NBHM:

Indo French Cooperation in Mathematics has been very fruitful and vigorous over the past 5 decades. NBHM would like to develop this cooperative effort at promoting Mathematical Research further in the framework of a programme of exchange of visits of mathematicians. This letter of intent sets out the programme that NBHM will implement on its side.

The collaboration programme will be in the general area of Mathematics with emphasis on Algebra and Geometry. The aims of the programme is to organise mutual visits of mathematicians from India and France to each others' countries for carrying out collaborative studies and research. The programme will be managed on the Indian side by two nominees of NBHM: Professor R.Balasubramanian and Professor M.S. Raghunathan.

NBHM will make available funds to support the travel expenses of upto 4 Indian mathematicians to enable them to visit institutions in India. It will also provide funding to cover local expenses upto 4 visitors from France to India for a total period not exceeding 8 months. The French visitors are expected to have their travel expenses as also their health insurance cover met by French sources. The programme will operate until March 31, 2001. It may be renewed by mutual agreement for definite periods after that.

At the same time (february 15 -april 14, 2000) Ravi RAGHUNATHAN (TIFR, Mumbai) is invited by Institut Henri Poincaré and also partially supported by CNRS for the special term on Automorphic Forms at the Centre Émile Borel.
Nilabh SANAT (Harish-Chandra Research Institute, Allahabad) received a three months fellowship from CNRS (Internatioanl Affairs) to work with Anne-Marie Aubert at ENS Ulm.

-Sudhir GHORPADE (Department of Mathematics, IIT Mumbai) gave a lecture at the Institut de Mathématiques of Chevaleret (Paris) in May 18, 2000 on : Old and new inequalities for the number of points of varieties over finite fields.
